Mysterious black borders in Premiere Pro 3 program monitor

your problem is your resolution. 720x480 is not 16:9, so premiere is filling the space where normal 16:9 footage would be with black.

telling premiere hat your footage has a 1.2PAR makes it seem like your footage has shrunken (which is why the 480 pixels of your source doesn't match the 480 pixels of your window)

if you absolutely need that footage to be 16:9 I'd use avisynth to resize.
