Well, I'm not sure what you need. Thread's title makes me think of color keying, so follow what zarx's said. Post makes me think you actually are looking for a masking tool, which is the pen tool (works basically the same as in vegas: it's the pen-like thing between the tools... should be in the upper side of your screen). When you said applying a mask to a solid, makes me think like you want to use a solid to mask out a video (track matte keying)... you have track matte right in the timeline, just at the right of the layer name, if it's hidden, just make it show up (click on the un-selected things in the bottom-left corner of the timeline... IIRC). Also, track matte keying should be available between the keying methods too... it's present in premiere pro cs3 as well, after all.
