I need help creating a motion background w/ photoshop

here's an animatedGIF to show what it is I'm trying to create here. It's an effect that's commonly seen in many cartoons (especially anime). The problem is, I haven't the slightest clue how to create a series of images that would create a background such as this. I tried playing around with the various gradients, but photoshops got so many options, that it kind of feels like I'm searching for a needle in a haystack. Can someone tell how I can create a motion background such as the one in the GIF I posted above, using photoshop or some other program? Or better yet, can someone tell me if it's even possible without having some kind of extensive knowledge of animation?

I don't know about just photoshop, but I know you can create a pretty big image in Photoshop and then animate it in After Effects using the motion tile filter so it repeats over and over again. Aside from that... I don't know

actually, that's a really good idea. Though I'll modify the idea a bit. Instead, I'll create a really long image in photoshop and use premiere to animate it to my liking (since I don't have AE on me at the moment). Thanks a lot for the help.

I tried that for another video but I think Premiere has a set size image file you can import. It's a little harder to do than in AE but if it's all you got try to work with it.

It's no problem. I managed to get everything to work just fine with relative ease. For me, the hardest part was putting the image together. I really appreciate the advice Krisqo.

4096 x 4096 max frame size for Adobe Premiere Pro 2.0.
Having trouble playing back videos? I recommend: Image
