There are filters that do this but try thinking outside the box a bit. Do a google search for stock footage of a film reel. Then layer it over your source. Not only is this significantly cheaper than buying a plugin to do it for you, it's also faster on the rendering and provides a more natural result (not only do you get the dirt and scratches, but also color distortions as well). For example the effect used in that video looks incredibly fake. I would be surprised if it's authentic.
