Although the latest changes are mostly related to bd encoding (with a notable exception in the bugfix of the low subme thing), so meh.
But anyway, I tested zarxgui 1.31 and it seems to work fine with r1570 (core 94) (latest revision atm), despite the different core version of r1538 (core 93).
It'd be nice to note, though, that if you want to easily use x264 to its fullest, you'd be better of just using bat files instead of zarxgui.
