Need help getting my forum banner to a smaller size.

Well i made this banner to see if i could get one up on the site...

Image

Problem is that i can never get the damn file to compress below 20k size... thats a very stupid requirement as i would have to set my quality settings in photoshop down to literally zero...

thats on a scale from 12 - 0 so you can imagine if twelve is the best then zero looks like crap..
even when i put the quality on zero and the banner comes out looking like it came off an atari.. it still is to large.. something like 24k

i must be doing something wrong... so can someone tell me how to take this jpeg that i have.. and compress it to the required 20k size without loosing to much image quality..

also.. heck since im here what do you think of the banner?

dunno about photoshop options for jpeg (I love photoshop's options for saving .gif images)...but GIMP's jpeg exporting is really good.

this is the official site. I hear that it's important to goolge for GIMP (yes in all caps)... just something to keep in mind should you recommend it to someone else.

In photoshop, you can just export your picture in .gif format. Small size with good quality.
Turned one of my banners that would have been 36 kb to 8.9 kb, so yeah, that's another option.
