DGindex
it converts vob files to d2v files which you can then convert (using avisynth and VirtualDubMod) to avi files

but this one only works with dvd footage, it won't help too much with fansubs

Here is one free one that i found
http://www.stoik.com/products/svc/
There is also a pro version that can handle more formats but it cost money.

If you are trying to convert MKV and OGM files, those can be done in Virtualdub Mod
The video converter i posted above can handle WMV, Avi and other formats

so does that mean if i want to convert MKV to any other format then i'll have to pay the "pro" or buy the product?

Im not sure if the pro version does it, but MKV and OGM can be converted in Virtualdub Mod and that is a free program
http://virtualdubmod.sourceforge.net/

You just have to oepn the file in it and you can extract the whole video or just encode the clips you want
