Rainbowing in original source?

Is this rainbowing?

I tried Derainbow and it didn't really work. Is this intentional? (the blue in his hair)

That isn't rainbowing, as it is not all the colors of the rainbow ;)

From the look of it, it could be intentional, it's too large to be bleeding.

From the look of it, it could have been intended to be a "shining" in the hair and got colored wrong...considering the show is digitally colored, that could have been in the issue. If he moves his head back in the sequence it could be bleeding across frames, but it looks too clean for that...

This is a show where they occasionally forget to draw heads in frames, so animation quality standards aren't that high.

He doesn't move his head at all, the camera just pans across.
