Ah yes, it would seem you messed it up in the beginning.
What you can try doing is create a new sequence with the correct settings, and then drag and drop the old one into it. That might help. In any case, I wouldn't worry too much about the small about of black borders that are left. It really looks like no big deal.

Well I tried to create a new project and edit the resolution, but all I could find were "presets" and there's no way to pick out a specific resolution as you can see here:

On that tab to the left there's just a bunch of preset choices, so there's nothing I can do?

Yes, those settings can be modified right there.
First you change the editing mode to desktop
timebase to 23.976
frame size to 848x480
pixel aspect ratio to 1.0
fields to progressive
HOWEVER, changing the timebase may effect some of the cuts you have made in the video, so you should go back through and carefully check everything after making changes.
