Kimagure Orange Road has a bunch of scenes where the various female characters dress themselves up for a date, to go dancing, or to go to a fight.

Maison Ikkoku should have those types of scenes, but it's a long series so listing them will take a while.

I could swear Kare Kano has some scenes like that too.

Peach Girl should have some dress up for a date scenes. (I've only watch the first third of the series, though.)
