Maybe Tori Amos is more trouble than it's worth to use? Her lyrics are so "artistically deep" and apparently so pregnant with obscure meaning that, well, good luck doing anything with them....
Take that one song of hers that was big a few years back, <a href="http://www.ugcs.caltech.edu/~harel/cgi/page/htmlit?Tori_Spark.html">Spark</a>, for instance. Tell me a series that will go with those lyrics. I'd be seriously surprised if there was one with potential, much less that'd work.
Admittedly, I haven't really heard Tori Amos, but I just think she's just too hard to work with musically, and perhaps too artistically pretentious to use. Judging by what your complaint is about, I'm willing to bet other people think the same way.
