Pull the individual clips into Vdub using an avs script, and resize there. It's as easy as adding borders to the top and bottom in the script, then re-rendering. Shouldn't take but a couple of minutes to process if you are rendering to the same file format.
addborders(0,40,0,40)
Tweak as you will to get the best a/r.
Then, switch it in the timeline (rename the new file to the old file's name in the project folder) and voila!
EDIT: Make sure you have a backup of the original file in case something goes horribly wrong. I still have the backup discs and tracks (even betas) from MEPs I worked on looooong ago.
