There isn't a single effect used in the entire video (not even a crossfade). But I agree that giving the voice of Granpa to the parrot seems off. Granpa seems to bee slightly annoyed, but the parrot is clearly being obliterated. I could cut out granpa's line and just leave Stu's "maybe using fire in a children's toy is a bad idea" line.
Oh and, the fact that you said that this is confusing makes me wonder if you've seen the source. Did you ever watch the Rugrats movie?
