I want to say the first is Seki from Sensei no Ojikan, but he (yes, he) doesn't have a rack like that.

The second one is from Eyeshield 21.

Actually for GetBackers, Dr. Jackal is what they call him as a nickname, but yea, they use his actual name most of the time

More caps to add to my previous post. One with added subs and the other one I cropped because of a sex scene.. the scene involves tentacles and a giant penis.. hope this helps in getting the anime name. No shame!
