I think you are watching a different version from the one i watch. Maybe its the subtitles or the dubbing, or maybe you are reading the manga.
Naruto just has alot of stamina, he doesnt like to give up even when hes seriously hurt. It stems form his original goal to gain approval from the town people instead of being seen as the boy with a monster inside him. he doesnt have anymore chakra than any of the others.
In fact you are looking at this from a power point of view, whic isnt what the series is about. DBZ was about power levels and accending to the next level of power and fighting more and more powerful foes. Naruto isnt about that, every fighter in the show controls their chakra in a different way and it depends on their technique to decide how that chakra is released.
Neji for example is a chakra expert, he can see it and manipulate it. Sakura's medical training helps to focus her chakra on healing and strength. Lee doesnt know shinobi skills, so his chakra isnt used in his normal routine, he uses his own physical strength and training. Lee only taps into his chakra on a last resort measure like the Gaara fight, or through meditation.
You should look back at the series and see how they explain what chakra is. Its not those powers that the Saiyans have. Also you should really watch the series over and look closely at Naruto's character and personality. He likes a fight, but its not all BANG AND WHALLOP!! His fight with Gaara wasnt all about power. He used his training and his unique personality to outwit Gaara in his blind rage and he begged the Kyuubi in him to lend him some strength. In the end, even when he couldnt use his body anymore, he still wanted to fight for his friends and that determination changed Gaara's heart.
