Hmm, I'd have to say yes. Unless it's purely informational\diagnostic, everything from the lowest narutopark Z amv to twilight is art. Whether it's good or bad, high art or low art, that right there's where the discussion's generated. And where people still get the right to say "This is shit!"

And the result (and in some case the point) of things like Shock Art is to devalue that label to a point where it holds no weight and only serves to indicate that people concerned about whether or not something is art have their heads lodged firmly up their own asses. So many people have sokaled the art world it's amazing anyone takes the label seriously.
