I tend to start with my audio track at the top and video tracks below and then work downwards that way. But I also tend to move the audio track around, especially if I'm working on a particularly tricky segment, I'll bring it down to be above the current video track, that way I can keep the waveforms in mind much easier thus being able to sync a lot more correctly and work from there. More times than not it just ends up staying wherever it was utilized last.
