Ok now since I replied, I will also try and add my viewpoint to this
I have to agree that the Org site itself isnt the community. But over the last 10 years a community has evolved from it that is centered on its site. And speaking from personal experience, that community (while it has its trolls) Also has had great helpful people on both the forums, as well as the chat room.
The VCA/JCA contests should remain Org specific, BUT there should be more work to try and work in the other non English speaking communities. As Vlad pointed out, the Org's main purpose was as a catalog of AMVs.
Find a way to work with them and encourage more to enter their videos into the database.
Ok now, Popular vote versus Judging. MEH we are all human, we all have different tastes in what we feel is good and not. I like using both with the judging portion being just an average score based system of 0-5 (no negatives allowed) and well the audience vote is IMO the best way. You wont make everyone happy, hell there are years where I wonder "How the hell did X beat out Y when Y had greater technical merit" but that was the will of the masses. People will never ever agree on anything and there will always be someone who wants to whine and even threaten over the results of either process. Let them. You cant bend over backwards to try and make everyone happy, or else you will wind up with your head up your ass.
