Yea, basically as kit says, it has to be 2 criteria.
1) MOST of whatever video you upload has to be anime.
2) MOST of whatever you upload has to be in some way edited/altered from the original, most notably with audio replaced. This audio does NOT have to be "music" - and what is "music" is debatable anyway.
Mashed-up collections of original footage with original audio in place are NOT appropriate and I would strongly advise against that. The .org's etiquette is to follow a "fair use" practice and one of the arguments we make for "fair use" is that we are not 'stealing' original material, but substantially altering it with some creative merit. Having unaltered collections of copyrighted material with original audio would hurt that argument for us, so we ask you that you don't. Things like fandubs which take extended amounts of unedited video but replace the audio are also generally not appropriate - if it's shorter bits and parodies with altered audio and limited editing, okay. If it's extended lengths of unedited copyrighted video with replaced audio, that's not good either.
But if what you're posting is altered - i.e. it's not necessarily music but still sets edited anime footage to some form of other audio, you're all good. Sometimes there's not a clear line, but as a rule MOST of the length of any video you upload should fall under that description.
