How can I test a skin before uploading it?

I have been working on a skin, but I don't wanna upload it yet since I have not been able to test it. I know it involved CSS and stle sheets and all that good stuff, but I am such an old fogie with HTML, I have no idea how to work this new fangled CSS stuff to see what my skin will look like!

And a certainly don't want to upload a dumb skin!
