Opinion ratings don't show

I'm just kind of curious how the whole opinion thing works. When I go to the video information page off one of my AMVs I can't see the ratings.
It looks like this:


Isn't the opinion supposed to show? I've searched around for other peoples AMVs and some of the opinions I can see and some I can't. Does that have something to do with choosing to make the opinions public or not? Also, does the count of opinions have something to do with being shown or not?

you need at least 3 opinions to have an average show on the profile page
