You'll want to export a lossless .AVI; see <a href="http://www.animemusicvideos.org/guides/avtech/vegasexport.html">here</a> for a good guide on doing so in Vegas.

You can use a program like VirtualDubMod to compress your video with a distribution codec such as XviD; instructions on how to do that start <a href="http://www.animemusicvideos.org/guides/avtech/avspostintro.html">here</a>. Oh, and don't forget to <a href="http://www.animemusicvideos.org/guides/avtech/aviaudio.html">compress your audio</a>.
Say, when was the last time anyone suggested making an MPEG-1 with TMPGEnc?...
