Striped footage

Hello. I've recently been working with some footage which has come across as striped, for lack of a better word. I only just realized it (CRappy monitor :-/) and wondered if there's any way to fix it. Example below:

I've tried decomb but that didn't affect it. The VOB files have the stripes as well, but this show is the only one I've ever ripped with this problem. re-ripping the DVD returns the same result, even with a different ripping program, but the stripes don't show up on the DVDs themselves. I know the answer's probably obvious, but I'm just unable to find it.

Perhaps it's an intentional effect and it's just that none of your viewing devices show it. Try any smoother -- that's a kind of detail that gets destroyed very easily.
