Right click on the clip on the timeline and go to 'video effects' (Has a big blue star next to it). You'll be presented with a list of possible effects on the left, and those that have been added to your clip on the right. You're looking for 'Slow Down, Half' and 'Speed Up, Double'. Highlight the one you want in the left box, hit the button in the middle that says 'Add-->' and it'll appear in the box on the right hand side.

You can stack speed mods if you want, although if you add too many slows to a clip things start to get quite choppy.

right click the clip, select speed/duration and speed-up/slow down to any ratio you want (not only 50% and 200% like WMM)

I use premiere pro, so the names of options might differ slightly (for "normal" versions of premiere)

In 6.0, the options are New Rate (percentages), or New Duration, which allows you to change the duration in incriments as small as a single frame. And you'll want to right-click the clip then select Speed, selecting Duration will only affect how long the clip plays on the timeline, not it's speed. This is all assuming that 6.5 is more similar to 6.0 than it is to Pro. Good luck.
