I seen this effect used on 6 amvs having. I am using Vegas 6 right now and I was wondering if the program is capable of doing it.

Do you mean the effect on the star...or is the star the effect?

this looks more like a CG scene from somewhere than an effect...

It is probably in the source, an AE effect, or a Particle Illusion effect.

blah!! i'll post up some amvs that used it, and btw i have particle illusion but i doubt its in that program.

first 2 vids were used in premiere pro only. not sure about the 3rd one.

Looks like Trapcode Shine.

You can often simulate it fairly well with a radial blur and some imagination.

Well, since the videos you posted don't share any anime, it's probably not a source effect (unless the source listings are lying..).

I don't think Premiere can create a star like that without a special plugin, if that answers your question. Premiere could do the blurs, though.

The large white parts suggest mirroring, but the stars are in diferent places and the lensflare isn't that symetrical.

I didn't mean for it to seem like it would be a stock PI effect, more like it is a combination of effects, some parts of which I know I could do in PI but in addtion to other stuff like the mirroring bum and BasharOfTheAges refer to. However, since NetTroop did make the effect and he mentions AE at the end of the video I'm most inclinded to believe Zarx that trapcode's Shine plugin was used. (in addtion to other effects)

Well, thanx for the help everyone. i'll try it out and see if they work although i have a lot of difficulty using after effects.
