Blinking effect, really need help

what movie making software has the special effect that makes the video clips blink? Here is a example of a music video that has the clips blink. I really need to know this

That "effect" is called editing. You cut the clips into pieces and arrange them as you like... if you make them short enough, then it "blinks".

Pretty much any software can do that. Think about it this way: what is film? It's a lot of pictures moving really fast, tricking your eye into seeing motion. What is a "blinking" effect? Fast alternations between a picture of something and a picture of black or white. You can duplicate a lot of effects without a magic button that says "BLINKING EFFECT"...just figure out what the basic underlying concept is.

I am still confused, I trimed the clips to their smallest and made that as fast as the can go but still can not figure it out. It there some kind of guide on how to do this. Been trying all day

Like I said, it's alternating short anime clips with pure black clips. Open the clip and use your arrow keys to walk through it frame by frame. You'll see moments where it's pure black.

Also, windows movie maker doesn't let you trim clips down to a single frame, so you can only get a rather slow "blink" if you are using that program.

I have been using vegas. I tried what shazzy said last night, but every single frame was a video, could not find any black anyware?

Import a black image from a piece of image-editing software then...

Okay, I'm assuming you know what a frame is. If you don't, let me know. Make a clip on your timeline using ANIME that's 10 frames long. Import a black square IMAGE that looks like this but is the same height and width as your video and make it 2 frames long. Place another 10-frame ANIME after the IMAGE. Place another IMAGE after the anime. Repeat this a couple of time, and you will see a blinking effect.
