Stroke Effect in Premiere Pro or something along those lines

I'm working on a video and I made a part where I used the crop effect as you can see in my screencap below. Is there a way to add a black border on the top and bottom of each cropped video track? I tried using the clip effect, but that wasn't working for me too well and I don't really see anything else in Premiere Pro that can do this.

I'm still getting the hang of Premiere Pro myself, so I'm not sure. But one piece of advice, if you can't do the exact effect in Premiere and don't have after effects, you can always use Photoshop to fill in the missing pieces. So basically, if all else fails, you can use that screencap as a guide and go to Photoshop and do a layer with those lines and then import it into Premiere.

you could either make a transparent image of the black lines you want in any photo-editing software. Photoshop is the easiest since you can import the .psd layer straight into premiere. Otherwise you can play around with the matte effects (similar to masks in photoshop) which are found under video effects > Keying. And mask out the lines.

Actually I would have used the garbarge mattes rather than cropping since you aren't losing any video permanently and just made it a tad smaller than you have them there so the black underneath shows through.

just create a black matte and resize two of them to act as lines.

That's basically what I did except I made a five pixel line in Photoshop and imported it into Premiere Pro and just used the motion settings to position it where I needed over each piece of cropped video. It came out just like I wanted.
