is there photo editing software that can change the size of mulitiple pictures at one time to a different user determined size??

You want to do batch processing ?

IrafanView can change batch process a large number of images and do things such as resizing, conversion, depth changes & a few internal filters.

<a href="http://www.irfanview.com/english.htm">Irfanview</a>. The latest version is 3.75.

Gather the images you want to resize into their own folder.
Click on File, then Batch Conversion/Rename.
Browse to the folder with the images you want to resize, select them all, and click "Add".
Check the "Use advanced options" box in the lower right.
Click "Set advanced options", check resize, and set the new image resolution.
Click OK.
Set the output directory, then click start.
