Actually, I would first start off with going to start|run|msconfig. Hit the startup tab and then unchecking all that stuff. Reboot, see if that helps.
If that fails try:
Reinstalling Premiere
New Audio/Video/Motherboard drivers.
Uninstall re-install codecs. :O
Screem at god.
If you're running windows XP/2k then you do not have msconfig. You must <a href="http://misatokatsuragi.home.attbi.com/msconfig.zip"> download </a> the XP/2k version.
