Blocky output with tmpeg

OK, this was my first video so many hurdles were to be expected but this was really the first thing I've encountered that I can't figure out via google or Ermac's rather informative guide.

I have an uncompressed avi file of my video and open it with tmpeg, of course the picture quality is DVD perfect (cause I got it from a DVD using Ermac's guide). So I go through and pick out keyframes, make sure none of the choosen frames have any lines (interlacing I geuss), and I think it is going to come out of TMPEG as just a picture of perfection (or at least near it with a 1800 K bite rate. Unfortunatly the frames where there is no motion (or very very little) the pictures become blocky and the blocks shift around on the screen by small amounts. It is very distracting and I would love to be abble to get rid of this problem.

And by the way the lowest biterate I am allowing it is 500K so I don't think it is lack of quallity, it seems that TMPEG is searching for motion between the frames when there is none (or almost none, a perfect example from my video is a portion where there is motion in the bottom right hand corner but no where else, everything becomes blocky in the upper and middle areas while the moving part tends to do just fine.)

Anyones suggestions and help would be appreciated :)

ok, first of all - what is the resolution of the mpeg encode and are you doing mpeg1 or mpeg2?

I am using mpeg 1 and I have tried both 352 x 240 and 720 x 480 using the 4:3 525 line NTSC setting. It's 2 pass VBR and set for highest quality.

And please feel free to ask any more quastions about my settings if it can help you figure out what I may be doing wrong. Also, thanks for that prompt reply :) I appreciate the way people help so openly here, it's really nice.

Well your settings dont seem to be too bad but you might want to try out the following:

1) Use 352x240, at the bitrates you are talking about 720x480 will look poo

2) Put motion estimation up to highest

3) Try doing a contant quality encode instead - it might be a problem with the 2 pass. Do a cq100 and see how it looks

4) maybe try the "soften block noise" options

Moving macroblocks can be a problem... if it's becoming really difficult to solve then try some temporal smoothing.

Bah, I've tried all of that and the output still is blocky :evil:
I also tried combinations of that and other things I thought I should try also.

So... I geuss I will encode it using some other program. Oh well, maybe my second video will work better once I finish it.
