Is there any way to get a Smart Blur filter (as in Photoshop) for TMPGEnc?

as far as I know, nope.

why not just use TMPGEnc sharpen edges? It can do blur, although not very smart...

You cansmart blur in VirtualDub, then save it as a Huffyuv video and import that video into TMPGEnc.
"If someone feels the need to 'express' himself or herself with a huge graphical 'singature' that has nothing to do with anything, that person should reevaluate his or her reasons for needing said form of expression, possibly with the help of a licensed mental health practitioner."

In fact my vid's clean before passing through MPEG encoding. When I convert it to MPEG it turns out quite good but would be perfect if I could use a smart blur effect IN TMPGEnc...

Well I'll just try to find better settings then... I swear one day I'll be able to get my vid's quality as good as your, jbone :).

I've found exactly what I wanted in VirtualDub. Maybe it could help some other people so here it is : VirtualDub / filters / temporal smoother (10).

It blurs the noise effect presents on some anime (I noticed it in Jin-Roh).
