It's not really perfect, but that's what they call it. This is a software package that is put out by Cosmi. They're known for "dirt cheap and utilitarian". CompUSA sells it for $20, and the package includes a simple photo editor.
I tried it on an eMachine (Celeron) with WinME. It loaded easily and runs ok. Didn't do much except put an audio track and a few video clips, stills, and transitions. The realtime previews were not great, but this was only a 633 MHz Celeron. Overall, it's easy to use, but provides less control than other software packages.
It's a timeline editor (claims to do storyboard style, too) that allows up to 75 tracks. But there is no audio waveform display, and the timeline won't zoom to the frame level. Supports QT, MPEG1 & 2, and DV AVI, but will only write to DV AVI and uncompressed AVI. Includes a simple titler, a pile of fonts, and a good selection of transitions. A separate program controls capture of DV AVI from Firewire. I didn't test this since the PC did not have a 1394 port.
This should be a good starter package for someone who doesn't want to spend a lot of money. But it lacks most of the features of VideoFactory or Ulead and doesn't come close to Premiere or Vegas.
