Hm? Is this not "good enough"?
- Create windowed video with window where you want. Export a frame.
- In paint program, draw white rectangle in window, make rest of image black.
- In paint program, gaussian blur with desired radius. (ensure no non-black is outside of window)
- Use image as image matte.
(blah blah I don't have Premiere here to check if I've got black/white right, but there's a checkbox to reverse it anyway in the image transparency window)

So while you can have one full sized clip playing with the "feathery" effect. You can't really do any "layering".
