It appears this is mentioned in ErMac's FAQ, but the answer leads to a forum thread that no longer exists, it seems.

Occasionally, certain colors will come out far different than what they should be. Example:
On this clip, the camera zooms into Asuka's eye. Now the problem I see is that when it zooms in on Asuka's Eye, most of it is normal human eye shade of blue. However at each frame, a different portion of they eye is shown as a really really light blue (and it changes each frame, and is quite blocky. Why is it showing such weird discoloration, and is there any way to stop that?
(btw, it also shows it at other places, but that's the one i notice the most)
