I get the same problem, at the exact same scene. And all this time I thought it was a problem with my MJPEG encoder
One of the big causes of this discoloration is usually due to the video not being correctly decrypted. Probably the Metropolis DVD uses some rather nasty key-shifting that's difficult to pick up. My GoVideo hardware DVD player stumbled a bit in that scene (and in a few others), so maybe that's it.
In any case, if your situation is really all that similar to mine, you can sorta-kinda work around the problem by (1) that posted method (though as I don't use Premiere, I can't vouch for how well it works) or (2) just skipping ahead by one or two frames. The discolored video usually returns to normal by then, and you really don't lose anything of importance.
