Multiple effects on a single clip

I am using adobe premiere and I want to add effects to a clip. I have already added a transparency to 2 video sources to create the overall effect, however there is a small section of that clip I want to add another effect. When I try premiere for some reason always goes to black. I have tried previewing the clip. Rendering it, exporting it. It all comes out black when I try an add the effect. The effect(transistion) is the blur>ripple and really I get the same problem with all transistions.

Any suggestions?

That's not all that odd. I had something similar happen to me when I tried to use 'Black&White' and 'Image Pan'. Only one or the other would work for me.
As for your problem though, I would suggest using opacity rubberbands to create the transparency on the two clips (that is assuming it's just a straight overlay, and not chrome or something trippy like that) and then add your effect. It should work just fine then.
