Codec Manager

I was wondering if anyone has heard of anything remotely close to what I am looking for. I was looking for a program kinda like a codec manager. I make a lot of videos not just Anime Music Videos, and I was wondering if there is something out there that can look at my video, and see what codecs would produce the best quality vs size, or compatiblity.. and what not. Maybe theres nothing like that. In that case, I guess I will have to try and make one(Please let there be one!!)
