Capture Card
Ok I know I need to get a DVD-ROM to rip DVDs but do I need a capture card as well?

Frankely I wouldn't get a capture card if all you're going to do with it is capture PS2 footage. They have a FF-X video ripper out and I am sure they're working on others as we speak.
I would just hold off since it doesn't sound like you're going to really be needing it anytime soon and if you can't rip it, it's most likely in-game footage with ugly meters/bars stastics that no one would want to see in a video :\ They're like subtitles god damnit.
If however you feel the need, just get some cheapo $50 card like a ATI TV Wonder, or so. You could also check out a DV200. Or even goto price watch, search for "Capture Card" and find one that meets your price guidelines. Just capture in huffYUV and you should be fine :\
