what do i need

I was wondering how do I get episodes and movies onto my computer from my VCR or DVD player. what software or hardware do I need?

For VCD, you need a capture card.

For DVD, you have two choices.

1) Capture the footage analogly with a capture card (Quality loss)
or
2) Get a DVD-ROM and rip the footage (No quality loss) (Read ErMaC & AbsoluteDestiny's Friendly AMV Guides)

I need specific video card(s) and hardware. I am upgrading my computer this week!

For video capture you should ask the hardware people for a MatroxVirgeID-10-T MJPEG/VHS/NTSC capture card. This can do you well for vhs and dvd player inputs. But if you want to step up the B4K4-500 is a great DVD compliant capture card that takes the stream straight from the DVD or VHS and does 4X ulti-muxing on it making it look even better than the original source. Although most video upgrades to computers cost close to 1000 dollars, I'm sure you'll be able to swing it with mommy and daddy's visa right?

Yah but All I want is video card for dvd how much will that cost and if i get the dvd card will I need additional hardware?

If you have DVDs of what you want, it's quite simple- walk into your computer store and say "I want a DVD-ROM drive." (or, go to www.pricewatch.com and find a place online to get one). This is generally the preferred method of getting footage- in direct, no-loss off-the-source-DVD quality. To output to a TV using your DVD, pick up a Sigma Designs Hollywood Plus decoder card. You don't need a special card to rip footage off the DVDs. For how to do this- read the guide.

so all I do when I go to upgrade is say to "put a DVD-ROM DRIVE" on my computer and then thats all I need to get the DVD movie? cause I was going to get episodes from DVDs for my music videos.

All you need is a DVD drive and a program like SmartRipper or DVDDecrypt to retreive the vob files off the disc. Then you can follow the guides on this site to get that footage into Premiere.

Pretty much everything you've asked is explained (in fairly simple yet complete detail) in AbsoluteDestiny & ErMaC's Technical Guides to All Things Audio and Video. What programs to use, (the 'Useful Software List'), how to use them, what settings to use, everything is explained in quite an understandable way. It would also likely behoove you to read through some of the other guides as well- most people here know what is in these guides, and will refer you back to them anyways if you ask a question answered explicitly in them. If, after reading through the guides (possibly several times- I've lost count how many times I've gone through them) there is still something you don't understand, ask a specific question about what you can't figure out/get to work, and it will likely be answered.

Just to check (I apologize if this sounds like I'm talking down to you, but my general impression so far is that you aren't particularly computer savvy, and I don't want our suggestions to cost you money you don't need to spend), but you can't currently watch DVD's on your computer, right? If you can- you already have a DVD-ROM drive. Most newer computers come with them instead of CD-ROM drives (which only play regular CDs), as the DVD-ROM drives are pretty much as cheap as a CD-ROM and more versatile. If you don't, you should be able to get one for less than $50. Most that you can get at computer stores (as opposed to over the internet, where you're generally more likely to get a barebones drive) will also come with a DVD player (like WinDVD or PowerDVD) for your computer.
