Corrupted delete

I downloaded a video but since I had an error during the download, the file is corrupted, and deleting it the computer say it is impossible since another program is using it. I do not have any idea of how get rid of it, since I tried everything. Can anyone help?

Try rebooting. Failing that, try safe mode. If that also fails, try a different user.

I tried rebooting and also powering off and restarting all.

Sound stupid but with XP (since with this OS I never tried) how can I go to the safe system?

F8 when boot starts, I believe.

Sometimes, deleting a file using a FTP browser might work.
