I was just thumbing through a MaximumPC that some retard opened (for me) and I spoted an article about the FCC making TVTuner manus starting July to add some kind of codec that doesn't allow it to play on other computers... I didn't read it standing there, but is this anything to worry about as I plan to make music vids with my Xbox2 etc.

You're probably talking about the broadcast flag. If so it's dead right now although Congress can revive it if they wish.

I'd also like to add that such a codec is not censorship. They're just preventing the use of the material in certain media formats. They aren't deleting or removing objectionble content.

It's not censorship. Killing fair use it what it is.
