I don't know how Windows Movie Maker does previews, but if it's anything like Premiere, you shouldn't be having skips with computer specs like that unless:
1) There is a lot of spyware installed on the computer that is taking up resourses.
2) You have the incorrect "preview codec" chosen (MJPEG is the best). Also note that this is a setting in Premiere I am talking about, but I am hoping WMM also has something like that. Basically if the codec you're previewing in is pretty complex, it'll obviously slow things down.
As Tarant has said, with a few effects it does slow down, but again, if it's like Premiere's preview, you should be fine since Premiere can preview without the effects in it (unless you scroll with the "alt" button held) and be "real-time."
