Hi. I have a DC10+ and I want to know if its possible to get it to output the monitor window in Premiere to my TV via the S-VHS output? Thanks!

No. That is a feature of realtime editing cards, such as the Pinnacle DV500+, DC-1000, and higher. the DC10+ is not a realtime editing card. Sorry.
