Actually, it doesn't. Technically, anyway. What they did was move to a tiered pricing setup - in reality, I've only seen one or two songs that were at the $1.29 price (which, for those that started using iTunes Plus when it was launched in May 2007, was the price for all Plus tracks back then - but not long after the decision was made to axe the 128kbps DRM'ed versions if there were Plus editions available, at which time everything was dropped to $0.99). I don't think I've seen any that are at the $0.69 price, though.
However, the video purchases can be a mixed bag - many of them, including some of the weekly free videos, are already in Plus format, but others aren't. So for the ones that aren't you'd need the proper decrypter. The only issue there is that the particular version of the program has to match up exactly with the [minor] version of iTunes you're using (although, of course it supports versions of iTunes
prior to the version it's matched with).
