The effect you're looking for is called a lens flare. They're pretty tacky if not done right, and the Premiere base ones are not done right. Still, if it's what you want, go to your effects bar and select "Lens Flare" from under the "Render" heading.
If you want really super cool natural looking lights, you'll need a set of After Effects plugins called "Knoll's Light Factory" which is put out by everyone's favorite prices-for-pros company Pinnacle Systems. Light Factory is pretty spectacular with its lighting effects, and they blend in with animation way better than premiere's white ball with a halo.
Anyways, to transition your video using a lens flare, keyframe it to one corner of the video and make it really big. as it goes across the screen and shrinks, fade into your other clip. Presto Flare-o. Now I'm off to bed before Pixy Misa comes after me for ripping off her wow super engrish and takes out another hard drive...
