Interphased finite impulse response filters - WTF?

My stepdad says that these are vastly superior to both bilinear and bicubic filters for image resizing. Does anyone here know what the f00k they are? Can they be realistically implemented in the likes of Vdub and AVIsynth?

I have no idea what those are, but there are resizing filters out there that could literally take hours to resize a frame. These don't typically get ported to avisynth for the obvious reason that its not practical to use on a video stream.
Avisynth offers a number of different resizing algorithms, including lanczos and spline resizers, and has some 3rd party plugin resizers as well.
