problem with a DVD video

this time I bought a DVD in order not to have any problems with the video, and of course I've read the guide about how to use dvd footage, but still, there's a problem!

the video decrypted from the DVD has a 720X480 resolution. that's normal.
what isn't normal is that it is letterboxed from all sides. (4 sides)
I don't know what to do about it...
should I export only the real images without the black around them by using premiere's "special processing" feature (change the resolution), or should I just let it like that... I don't know.
the DVD is like that, letterboxed from all sides, so maybe there's nothing to do about it...

any ideA on how to proceed in such case?

I would probably just work with the footage, export with the letterboxes, then crop/resize afterwards using avisynth+vdub.

crop(1,2,-3,-4)
lanczosresize(640,480)

-where (1,2,-3,-4) means pixel width cropped from (left, top, -ve from right, -ve from bottom)
-(640,480) means resizing to (pixel-height, pixel-width)
