Help with video overlaping in premiere pro

How do I overlap videos in premiere pro. By this I mean there is one video and another that is translucent in the background. Im not sure if it can be done on movie maker but I know it can be on Adobe Premiere Pro 2.0. Can someone please help me I would greatly appriete it. Thanks

look for opacity (aka transparency), it's an effect/property that's on every clip
you'll have to have the effects window (where you can tweak the settings of the effects) to be able to see it though
