Mpeg2 Video Stuttering...

In Adobe Premiere Pro, it should be something like File --> New --> Color Matte... and then select the color.

Ah ok I gave that a shot, and I still had to raise the minimum bitrate but not quite as high as previously. I spoke with the contest coordinator and he said 2000 kb/s was what he recommended for the minimum bitrate, but I was able to get below that. Is it better to stick with a higher minimum bitrate for VBR CQ to make the bitrate more consistent?

If you don't have to care for file sizes - set the minimum bit rate half of the maximum. Keep in mind that it is played at large screens at cons, so any artifacing will be much more visible.
