Well, you know, those kewl scripts you see in most OP anime.
Any guides sites, anyone?

Windows media player 7.1 or something has a lyrics option thing...but i've never tried it out. You could give it a try.

You do it in SSA and thats the only way I know of. It would be possible in something like premere or whatever, but it would be incredibly time-consuming. You would basically have to make images of the text, with a new image for each time a syllable lights up. Just use ssa.

For simplicity, Z is probably right about SSA, since it's sort of intended for uses like that. Barring that, you could also do it with After Effects somewhat more easily than with Premiere- just play with an animated mask over the text of the lyrics (and I'd think you could set it up to do the color change like is normally done in Karaoke). But, if you don't have/know either- go the SSA route.

Wow, that's much easier than what I used. I just used a ton of still images all synched up to the song and overlayed over the video run.
